The United Kingdom and the United States have concluded a important commercial pact that will maintain no duties on British drug shipments being sold in the US market.

Agreement Details of the Accord

As part of the deal, the UK has committed to boost spending on drugs through the National Health Service (NHS). This commitment secures that duties on these vital goods will stay at nothing for a period of the next three years.

This agreement follows previous threats to hike import taxes on patented pharmaceutical imports, with potential rates discussed as high as 100%.

"This agreement with the Britain bolsters the global environment for cutting-edge drugs and introduces much-needed balance to U.S.–U.K. pharmaceutical trade," a statement said.

Economic Impact

Drugs represent one of the Britain's biggest export categories to the United States, which is by far the largest buyer for leading UK drugmakers.

Export figures reveal that in the year to the end of September, the UK sold pharmaceutical products totaling £11.1bn to the US. This value accounted for 17.4% of British export trade in that period.

"This deal secures employment, stimulates capital expenditure and sets the stage for the UK to establish itself as a international leader for medical research," a minister stated.

Specific NHS Changes

The deal involves several specific commitments from the British government:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it considers new medicines to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a aim to increase overall public funding on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the coming ten years.
  • Payback Limit: The amount drug companies must return to the NHS to prevent overspending will be restricted at 15%. Last year, repayments exceeded twenty percent.

Industry Background

The pact takes place against a ongoing row between the pharmaceutical industry and the British authorities over medicine costs and regulatory access.

The disagreement were intensified by claims that US patients were charged significantly more for the identical medicines than patients in the UK and Europe.

In recent months, several major manufacturing plans in the UK have been paused or cancelled, while substantial expansions have been pledged toward US facilities.

The Science Minister acknowledged that the NHS must increase expenditure on drugs, noting that its expenditure on drugs had declined as a percentage of its resources over the past decade.
